The Professional Accreditation and Classification System of the Oman Association of Chartered Public Accountants and the Sector Skills Unit for Accounting, Finance, and Auditing.

The Oman Association of Chartered Public Accountants, in collaboration with the Sectoral Skills Unit for Accounting, Finance, and Auditing and in partnership with Clean Sheet Group, aims to solidify its position as a leading authority in the Sultanate of Oman for the accounting and auditing profession and the community of accountants and auditors. This will be achieved by realizing specific strategic objectives, including:

  • Elevating accounting standards in the Sultanate to align with global best professional practices.
  • Ensuring the sustainable application of the highest levels of quality and excellence in accounting and auditing practices.
  • Developing sets of professional standards that define the required competencies, knowledge, and skills, while establishing a sustainable system for skills development based on the needs of the sector and the labor market.
  • Utilizing the content of these national professional standards in the development of various applications related to qualifications, training programs, assessment frameworks, licensing, and professional accreditation.

To this end, the Association has developed a proposed professional accreditation system for accountants. This system is designed to verify the authenticity of academic qualifications and to evaluate the experience and competence levels of accountants and auditors before they can practice the profession in Oman. This system is expected to help reduce the number of unqualified expatriate workers, thereby creating broader opportunities for Omanis to develop their professional capabilities through training and qualification. The system will also motivate accountants to pursue continuous development and maintain a high level of competence, which supports national economic growth and enhances the Sultanate’s regional and international competitiveness, in line with the goals of Oman Vision 2040.

To implement this proposal, the Association has established a professional accreditation system with three main pillars: first, verifying academic qualifications; second, evaluating acquired practical experience; and third, assessing technical and soft skills. This system is expected to serve both the public and private sectors by defining the roles and responsibilities of accountants based on their professional levels, ensuring an accurate match between tasks and capabilities. The development of this system was based on an extensive study of similar successful experiences implemented in other Gulf countries, the Arab world, and globally.

The professional accreditation system for accountants aims to achieve the following:

Verify Qualifications

Ensure the authenticity of academic qualifications for accountants, auditors, and finance professionals who wish to work in the Sultanate.

Evaluate Experience and Skills

Measure and evaluate the practical experience, knowledge, and skills of professionals working in the field.

Establish Practice Standard

Set standards for practicing the profession based on competence and professional excellence.

Promote Omanisation

 Increase Omanisation rates by reducing the number of unqualified foreign workers.

Ensure Continuous Development

Guarantee the continuous professional development of Omani accountants to keep pace with the latest industry advancements.

Create a Professional Register

Establish a documented professional register for accountants, auditors, and finance professionals, which includes their qualifications and professional experience.

OACPA Membership

The Omani Association of Chartered Accountants invites professionals and aspiring individuals in accounting, auditing, and finance to join its diverse membership programs designed to promote professional excellence and support economic development in the Sultanate. The association offers five main types of membership: Basic Membership, for experienced Omani professionals with recognized academic or professional qualifications and full membership rights; Affiliate Membership, for Omanis and residents with relevant experience who seek professional affiliation without voting or election rights; Student and Trainee Membership, for recent graduates or trainees under supervision, helping them integrate into the profession early on; Firm and Company Membership, available to licensed accounting and auditing firms operating in Oman, offering them a platform for professional recognition and growth; and Honorary Membership, granted to individuals or institutions that have made notable contributions to the profession. Each membership type is governed by specific eligibility criteria, ensuring the integrity and advancement of the accounting profession in Oman. 

How to Obtain a Professional Accreditation Certificate

Step 1: Document Verification

Note: If you have a degree from a university in Oman or an equivalency certificate from the Ministry of Higher Education, Research & Innovation in the Sultanate of Oman, you can skip this step.

  • If your bachelor’s degree is from outside Oman, You must be verified through CleanSheet Group. https://oacpa.cleansheetgroup.com 
  • Required Documents: You will need your ( Academic certificate Higher Diploma, Bachelor’s, Master’s, or PhD) or equivalent, And work experience certificates, a copy of the passport, and the academic transcript (if requested). Work experience certificates attested by the Ministry of Labor are exempt (for Omani nationals only).
  • Verification Timeline: The verification process takes 21 working days or more.

Once you have received the verification report or equivalency certificate, you may proceed to the next step.

Step 2: Membership & Classification

  • Classification: Your professional classification will be determined based on your work experience, and it can fall under one of the following five categories:
    • Assistant
    • Specialist
    • Professional
    • Expert
    • Consultant
  • Registration: Visit the OACPA website, go to the “Membership and Classification” section, and complete the registration process.
  • Required Documents: Attach the following documents with your application:
    • Personal photo
    • Copy of national ID / residence permit or passport
    • Academic certificate (Higher Diploma, Bachelor’s, Master’s, or Doctorate)
    • Verification report from the accredited CleanSheet Group (if the degree is from outside Oman)
    • Copy of academic transcript (optional)
    • All work experience certificates from graduation until the present, including the job description for each position
  • Payment: Pay the non-refundable registration fee according to the table provided.
  • Review Process: After submitting all required documents and completing the payment,  your file will be reviewed and sent to a committee for approval. This process takes approximately 14 working days.

Associate Membership

Available to Omanis and residents with academic qualifications and practical experience in accounting or auditing. While this membership does not grant voting or election rights, it serves as a step toward full (basic) membership.

Designed for recent graduates or accountants undergoing training. This membership aims to integrate them early into the professional community and provide development opportunities, without voting or election rights.

Awarded to individuals or institutions that have made outstanding contributions to the profession, as a form of recognition and moral support. This membership does not include administrative rights within the Association.
