Continuing Professional Development (CPD) Program for Members of the Oman Association of Chartered Public Accountants (OACPA)

1. Vision and Strategic Objectives

Vision: To provide the Association's members with a continuous and comprehensive educational program that ensures they keep pace with the latest knowledge and skills in the fields of accounting, auditing, and financial management, thereby enhancing their professional competence and contributing to the development of the financial and accounting sector in the Sultanate of Oman.

Objectives

  • Enhance Competence: Ensure members possess the necessary knowledge and skills to meet evolving professional challenges.
  • Elevate Quality: Maintain a high standard of professionalism and performance among the Association’s members.
  • Support Professional Growth: Provide structured and documented learning pathways that enable members to specialize and advance in their fields.
  • Ensure Regulatory Compliance: Meet the requirements of local and international regulatory bodies concerning continuous professional education.
  • Build Reputation: Strengthen the Association’s reputation and standing as a leading body in regulating and developing the accounting profession in Oman.

2. CPD Program Structure

2.1. Annual Point Requirements:
Every active member of the Association must achieve a minimum of 40 CPD points per year. 

2.2. Minimum and Maximum Point Limits:

  • Formal Points: Formal activities must constitute at least 60% of the total required points (a minimum of 24 points).
  • Informal Points: Informal activities can be counted for a maximum of 40% of the total points (a maximum of 16 points).
  • Point Rollover: Excess points beyond the required annual limit cannot be carried over to the following year.

3. Compliance and Consequences

  • In case of failure to meet the required points, a notice will be sent to the member, granting them a grace period to fulfill the deficit.
  • In case of non-compliance after the grace period, the Association may take disciplinary action, which could lead to the suspension or termination of membership in accordance with the internal regulations.

4. Documentation and Reporting

4.1. CPD Log: Every member must maintain a detailed log (either paper-based or electronic) of all activities, which includes:

  • Activity Name: (e.g., IFRS Training Course).
  • Date: (e.g., October 15-16, 2025).
  • Organizing Body: (e.g., Institute of Certified Management Accountants).
  • Number of Accredited Hours: (e.g., 12 hours).
  • Number of Points Earned: (e.g., 12 points).
  • Activity Type: (Formal / Informal).
  • Proof of Attendance: (A copy of the certificate, attendance report, or any supporting document).

4.2. Annual Report:
At the end of each membership year, members are required to submit their annual report to the Association via a dedicated online portal. The member must sign a declaration confirming the accuracy of the information provided.

5.Point Calculation Mechanism (Accredited Points)

Points are calculated based on different activity categories, with the understanding that one hour of actual learning equals one CPD point.

5.1. Formal Activities (Fully Accredited Points) : These activities require official documentation from accredited bodies.

  • Accredited Training Courses and Workshops: One point is awarded per hour.
  • Example: An accredited 10-hour training course grants 10 points.
  • Professional Conferences and Seminars: Points are calculated based on the number of hours of educational sessions attended.
  • Academic Studies (Master’s/Ph.D. Programs): One point is awarded for each hour of study in courses relevant to the profession.
  • Delivering Lectures or Courses: Lecturers can earn 2 to 3 points per hour of actual training delivered, as determined by the Association.

5.2. Informal Activities (Partially Accredited Points) : These activities are counted for a maximum of 40% of the total points.

  • Self-Study and Reading:
  • Example: Reading professional books or articles earns 0.5 points per hour of reading. A brief summary or report of the content must be submitted.
  • Contribution to Association Committees or Task Forces: One point can be earned for every 3 hours of effective participation in meetings or work.
  • Professional Mentorship: 0.5 points can be earned for each hour a member spends mentoring a professional colleague.
  • Participation in Professional Volunteer Activities: Points can be granted for helping organize the Association’s events or workshops.
